Provision of housing with support to be based on the
needs of the individual users.

Payment of SP grant to be based on needs of individual
rather than the type of accommodation they live in.

Authorities delivery of SP programme and to be IT based, in line with the

Pulling it all together
What is needed is an approach which will grasp the
requirements for Supporting People and provide a strategy that will bring
a benefit to the departments that utilise the given solution.
ILLY is cautious not to over engineer the required
solution for SP. We believe that in each case the solution will be unique to
the individual Commissioning Body (CB) and we aim to utilise as much of a CB's
effectively working existing systems, manual processes and office tools that
are already in place to sufficiently achieve its set objectives. The activities
required in pulling SP together are:
- Workshops - to provide direction and pull
together the information needed to formulate a clear strategy.
- Methodology and Approach - a clear and open
approach that gives you the control and a component based methodology that
allows modules to be built into the new /
existing structure.
- LINKS SP Manager - to act as the central
structure for supporting people.
- LINKS SP Modules - that can be readily
integrated as part of a complete offering or as stand alone modules.
- Integration - providing hooks and tools to
seamlessly join disparate system processes.
- Training - both technical and user driven
towards working procedures that can be audited and accounted for.
- Support and Maintenance - full service level
support that is entirely trustworthy and reliable.
Workshop based approach:
This is a forum where the key areas of
development/changes are drawn together, the objective being to devise a clear
strategic plan. It is a mechanism used to ensure that a focused and detailed
business understanding of the processes within each relevant area is
achieved and the core requirements are identified.
Objective

To define the business and technical processes that
will be required to facilitate the smooth delivery of the Supporting People
initiatives for 2002/3.

To draft a working plan that will be IT oriented and
will help meet the business needs for Supporting People.
What will be done?

Review of the current process flows and documentation
submitted to the ODPM regarding SP.

Meet and discuss the current working practices.
-
The practices were reviewed for the SP 2002/3
initiative and its suitability also advised.

Identify potential risks and suggest improvements.

High level documentation detailing the business process
flows within a Local Authority that will assist SP.

Draft Technical Implementation Plan.

A Functional Specification stating precisely what, if
any, changes need to be implemented to ensure that the key Phase I delivery is
met.
