The system was originally designed in partnership with four West Midlands local authorities to address the Troubled Families initiative. This has both clear national objectives to work with families with complex needs and also aims to achieve cultural change in working practices.

LINKS Families is therefore being used in two distinct ways; as a data warehousing tool to manage and report upon the Troubled Families initiative and as a case management system for family orientated services.
